Greetings from the WSIS Team!


This is the best time of the year to prepare and plan your activities for WSIS Related Events and Publications. The WSIS Forum 2013 will be held at the ITU in Geneva Switzerland from 13-17th of May, that leaves us with 249 days till the forum. We would like to encourage all the WSIS Stakeholders to prepare and plan their participation in the forum, physical or remote. The format and agenda of the WSIS Forum will be shaped through the Open Consultation Process that will begin on the 8th of October we look forward to receiving your inputs and suggestions through the Open Consultation Process.


Partnership and Extended Visibility offers for WSIS Forum 2013 are now open , like the previous years this will be on a first come first served basis. We welcome all interested partners with new ideas, technologies, suggestions and visions.


The contest of the WSIS Project Prizes 2013 has been launched this week. WSIS Project Prizes, an annual contest which recognizes excellence in the implementation of projects and initiatives which further the WSIS goals of improving connectivity to information and communication technologies (ICTs) in line with the 11 Action Lines laid out in the WSIS outcome documents agreed at the UN World Summit on the Information Society.


We will welcome the winners of the WSIS Project Prize to Geneva in May during the WSIS Forum where they will be awarded the prestigious WSIS Project Prize Award. May the best project win!

WSIS Forum 2013


WSIS Forum 2013 will be held at the International Telecommunication Union, Geneva from the 13th to 17th of May. The open consultation process on the thematic aspects and new innovative format will begin on the 8th of October 2012. The official letter for the Open Consultation Process will be available soon.


We invite all WSIS Stakeholders to participate in the Open Consultation Process. The submissions received  will form the basis of the agenda of the WSIS Forum 2013.


We are in the process of finalizing the WSIS Forum 2013 website, which will be launched soon!

WSIS Stocktaking


WSIS Project Prizes 2013


WSIS Project Prizes is a unique recognition for excellence in the implementation of WSIS outcomes. This initiative is an immediate response to the requests expressed by WSIS stakeholders during the WSIS Forum 2011: to create a mechanism to evaluate and reward stakeholders for their efforts in the implementation of WSIS outcomes. The WSIS Project Prizes are an integral part of the WSIS Stocktaking Process that was set up in 2004 (Para 120, Tunis Agenda).


United Nations Economic and Social Council (ECOSOC) resolution 2012/5 “Assessment of the progress made in the implementation of and follow-up to the outcomes of the World Summit on the Information Society” reiterates the importance of sharing the best practices at the global level, and while recognizing excellence in the implementation of the projects and initiatives which further the WSIS goals, encourages all stakeholders to nominate their projects to the annual WSIS Project Prizes, as an integral part of the WSIS Stocktaking process, while noting the report on the WSIS Success Stories.


H.E. Vujica Lazović, Deputy Prime Minister, Montenegro: “Winning this award is a direct recognition of the efforts that have been made in Montenegro to develop a modern information society.”


Diego Molano Vega, Minister of ICT, Colombia: “It's a great honour for the government of Colombia, especially for the Ministry of ICT and for Computadores para Educar, to receive this international award in recognition of our comprehensive strategy of bringing technology and training teachers, in addition to promoting environmental responsibility; three elements that make difference to this social program, which is aimed at contributing to poverty reduction and development.”


On behalf of the Ministry of Commerce and Industry, Manal Al Abdwani, Director General of Planning and Follow Up at the Ministry of Commerce and Industry, Sultanate of Oman: “Winning this award for the One-Stop-Shop of the Ministry of Commerce and Industry shows the project’s contribution towards the growth of the national economy. The IT industry helps in simplifying procedures and cuts short the document cycle through the use of modern technologies.”

Krzysztof Glomb, President of the ‘Cities on Internet’, Poland: “It is important that a Polish project which is socially innovative won in international competition. This project is based on the real demands of society and it is changing also the perception of rural areas. The WSIS Prize is not only an award for the Association, but for all Lighthouse Keepers and those who are keen on digital education in Poland.”


The contest is organized into four phases:


  • Phase One
    Submission of project descriptions
    3 September – 16 December 2012 (TIME: 23:00 Geneva time)
  • Phase Two
    Voting by the members of the WSIS Stocktaking Platform
    14 January 2013 – 15 March 2013 (TIME: 23:00 Geneva time)Geneva time)
  • Phase Three
    Compilation of extended descriptions of the winning projects and preparation of “WSIS Stocktaking: Success Stories 2013”. The release of publication is schedule to be at the WSIS Forum 2013.
  • Phase Four
    The WSIS Project Prize Ceremony that will be hosted at the WSIS Forum 2013 on 13 May 2013 followed by Showcasing Roundtable 2013 “Mapping the impact of winning projects” and WSIS Gala Dinner.

Partnership on Measuring ICT for Development


The 10th World Telecommunication/ICT Indicators Meeting (WTIM) will take place from 25-27 September, 2012, in Bangkok, Thailand. The WTIM is organized by the Telecommunication Development Bureau (BDT) of the International Telecommunication Union (ITU). The ITU is an active member of the Partnership on Measuring ICT for Development and is currently the chair of the Partnership’s Steering Committee. The WTIM will be hosted by the Ministry of Information and Communication Technology (MICT) of Thailand.

The WTIM 2012 will address, among others, the following topics:


  • The national coordination of ICT statistics
  • Measuring fixed and mobile broadband, including pricing, traffic and capacity
  • Measuring progress towards the achievement of the WSIS outcomes (jointly organized with the Partnership on Measuring ICT for Development)
  • Revisions to the indicators on household ICT access and individual ICT usage
  • Measuring gender-related ICT indicators
  • Emerging issues such as measuring digital broadcasting, including IPTV
  • Results of the work carried out by the EGTI since the 9th WTIM

The WTIM, open to all the membership, is primarily targeted at those responsible for ICT statistics in relevant Ministries, regulatory agencies, telecommunication operating companies and national statistical offices. Experts interested in the subject of information society measurements are also welcome to attend the meeting.

Global ICT Forum on ICT Human Capacity Development


Global ICT Forum on Human Capacity Development “Migration from Analogue to Digital Broadcasting”. Cape Town, South Africa, 22-25 October 2012


By 17 June 2015, most countries in the world will experience the transition to digital broadcasting. In preparation to this transition, the ICT sector faces many challenges. The ITU Global Forum on Human Capacity Development 2012 will look at the capacity building challenges of transitioning to digital broadcasting and address how these challenges can be met. It addresses the technology development, policy and regulatory imperatives that arise in the light of the significance of the global deadlines from migrating to digital broadcasting.


The event is going to bring together ICT stakeholders to exchange ideas and share experiences on the pressing capacity building challenges they face. The Forum is expected to consist of plenary and training sessions. In particular it brings together executives, decision-makers and managers from national administrations, regulatory authorities, telecom operators and service providers, as well as executive training providers and telecom academies, responsible for human, institutional and organizational capacity building within their organisations.

Broadband Commission for Digital Development


The Broadband Commission for Digital Development, in partnership with ITU-BDT developed country case studies featuring the importance of broadband and ICTs in achieving the MDGs, and to assist countries in meeting the Broadband Challenge and Targets adopted by the Broadband Commission in October 2011.


First four documents of the series were launched during a special side event held at the WSIS Forum 2012. Studies on Romania, TFYR Macedonia, Panama and Philippines are taking an in-depth look at the state of broadband development and the impact on economy.


Upcoming new release of 5 joint case studies to be ready on September 2012.


New Broadband Commission and ITU-D case study on Albania: “Strategies for the promotion of broadband services and infrastructure” addresses the development of a National Broadband Plan in Albania and in particular the development of the institutional framework together with the development of Electronic Communications policy. Advance version 1.0.1 of the study available here.

Young Innovators Competition

The Young Innovators Competition closed the application process on July 16th. More than 380 applications were received, from 77 different countries. The continent with the most applications was Africa with 145, followed by Asia 129, Middle East and North Africa with 43, South America with 29 , Europe with 17 and North America with 12 applications. The submissions had belong to one of our 8 core issues, related to the Millenium Development Goals. The most popular core issue was Education (101 applications) followed by Healthcare (90) Environmental Sustainability(61), Youth Employment(60), Transparency (26), Human Rights(20), Empowerment of Women(16) and Cybersecurity (11).


Two rounds of selection committee evaluation followed the submission of the applications, whereby 20 experts from diverse backgrounds rated the submissions based on their business potential, innovativeness, social impact and likelihood of success.


All applicants uploaded their submissions on the ITU Telecom World 2012 website, and were able to vote and comment on each other’s entry, with the possibility of winning up to 10 bonus points.


The 12 best young innovators will be invited to ITU Telecom World in Dubai to present their ideas in the InnovatorSpace. Their names will be announced on September 1st, on the Young Innovators Website. (http://world2012.itu.int/young-innovators-competition)


ITU Kaleidoscope academic conference 2013


“Building Sustainable Communities”, Kyoto, Japan, 22-24 April 2013


24 September 2012 is now the extended submission deadline of the Call for Papers discussing ICT’s role as an essential tool in “Building Sustainable Communities”. Kaleidoscope 2013 will be held at Kyoto University, Japan, 22-24 April, and a prize fund totalling $10,000 will be awarded to the three best papers, which will also be considered for publication in a special edition of IEEE Communications Magazine.

A network of people from slums and villages in India who have been trained to make video news reports on corruption, human rights, health, sanitation and other issues, IndiaUnheard is making an impact in these villages and across the globe. "Community Correspondents report on human rights violations they live through, and this gives their videos new perspective and power." The work has inspired thousands of poor people to organize and take actions.
